A group of EPS officers, including Jacobs, arrested the plaintiff and forced him violently to the ground, then made him wait in the cold for 30 minutes without a jacket. When brought back to the station by Jacobs, the plaintiff was assaulted, he alleged, and forced into a corner that would conceal the assault from the video camera in the police station.
